Is SEO worth it for a recruitment agency?

Do Google for Jobs listings need SEO?
They need the right markup on each role, and the page has to be indexed quickly. That is technical work rather than writing, and it is the first thing we check.
What happens to job pages when a role closes?
Done badly, they turn into dead pages. Done properly, they send visitors and Google on to similar live roles, so the links and visits still count.
Can you do SEO on a site we did not get from you?
